Paris 26th March 1798


My dearest wife (Mrs Gerry)


My principal objects is to inform you, that the minister of foreign affairs has in a letter which he has written to the American minister, signified the dissatisfaction of the Directory, at the conduct & disposition of my colleagues towards France & of their readiness to open the negotiation with me. This I have no power to do, & shall therefore decline it. But another proposition is made indirectly, that I shall remain here to prevent a rapture, which I am informed from high authorities, will immediately take place on my departure. Should this proposal be officially made I cannot possibly decline it, because General Marshall & myself having made an offer about a fortnight past, to the minister of foreign affairs, to depend immediately for the U. States & to leave Gen. Pickering here & this not being accepted, if I should decline the measure, I shall lie responsible, or at least changeable for the consequences. Our object was to lay before the government, the true state of affairs between the two republics & to give is an opportunity of determining whether any & what further measures could be adopted to prevent a war. Before I left you, I anticipated that this would be a painful enterprise, as you will probably recollect, deed it has overpassed, in this respect, my utmost expectation. My colleagues, I have united with, in every measure, which has been adopted. But their conduct to me, has not been of that frank friendly disposition, which I expected. The whole of this, you will nevertheless consider as confidential. I shall soon write you again, whether I remain in or quit Paris.
